It's a Portuguese Man O' War, or more commonly known as a blue bottle. They get swept onto the beaches by on shore winds. The tentacles sting really painfully. I once subbed under a wave while surfing and emerged with a whole clump of them on my face and head. Not an experience I ever want to repeat.
 
Wasn't it one of these things that caused the death of Steve Irwin (? I think...) who was an Ozzie TV show presenter who swam with sharks etc? Ugly damn thing anyway, please keep them in the coastal areas, I don't want them up here!

No, he was stabbed by a stingray if I recall correctly. Totally different kind of creature.
